Open Letter Advocates for Enhanced Cross-Border Rail Freight in Railway Infrastructure Capacity Regulation
An open letter from European freight and logistics organizations calls for the Railway Infrastructure Capacity Regulation to focus on improving cross-border rail freight by ensuring binding European frameworks, incentivizing capacity management with a focus on cross-border train paths, introducing transparent and balanced allocation criteria, establishing an independent governance structure, and ensuring the regulation improves upon the existing Rail Freight Corridors to support reliability, punctuality, and the competitiveness of European supply chains, with a particular emphasis on the needs of cargo owners, shippers, and rail freight operators.
Fraud Charges in Bulgaria’s EUR 94.5 million
The European Public Prosecutor's Office (EPPO) in Bulgaria has charged four individuals with fraud in relation to a EUR 94.5 million EU-funded railway project between Plovdiv and Burgas, involving signalling and telecommunication systems. The accused include two managers from an Italian company, one manager from a Bulgarian company, and a former director of the National Company Railway Infrastructure. They are accused of submitting false information about their experience in GSM-R and FRMCS systems to win the tender. The consortium also falsely declared they would execute the contract without subcontractors but later engaged an Austrian subcontractor excluded from the procurement. Bail has been set for three suspects, and one is prohibited from leaving the country.
Northern Trains Sets Ambitious Fleet Upgrade
Northern Trains has announced plans to upgrade its fleet with up to 450 new trains by 2030, replacing older models. The new fleet will feature electric and multi-modal (diesel/electric) units, with an emphasis on designs that can be converted to battery or electric-only operation, supporting the UK’s net-zero goals. Northern has invited manufacturers like Alstom, CAF, Hitachi, Siemens, and Stadler to bid for the project, which will begin with the oldest units.
Regional Highlights
Europe:
The European Investment Bank (EIB) has signed a EUR 350 million loan with Adif and Adif AV to enhance Spain's conventional and high-speed rail infrastructure.
Poland and Lithuania are jointly seeking EU funding to expand key road and rail links, including the Augustów–Lazdijai route and the Rail Baltica project.

A 9.7 km railway tunnel will be built in Warsaw as part of the High-Speed Railway project, reducing travel time to the Central Communication Port (CPK) by 2032, making it the longest railway tunnel in Poland.
The newly opened 30 km section of the Skopje-Sofia railway in North Macedonia marks the first phase of a high-speed link to Bulgaria, but its limited service frequency and ongoing challenges suggest delays in completing the full route by 2033.
Aisa:
India's first undersea rail tunnel, part of the Mumbai-Ahmedabad High-Speed Rail Corridor, has achieved significant progress with a 7 km undersea stretch beneath Thane Creek.
Energy-efficient carbon fiber metro train begins operations in East China's Qingdao.
North America:
Canadian National Railway has launched a pilot project to test a 3.200 horsepower hybrid electric locomotive, aimed at improving fuel efficiency and reducing emissions, with trials planned across multiple US states and in cold weather conditions in Canada.
Industry Trends

Smart Traffic Management Systems
Advances in IoT and AI are reshaping rail traffic management. Real-time monitoring and dynamic scheduling systems ensure smoother operations and optimize rail capacity.
Key Benefits:
Reduced delays through dynamic rerouting and conflict resolution. Enhanced passenger experience with accurate real-time updates. Increased network efficiency by optimizing train paths.
Real-World Examples:
Japan: JR East employs AI-based traffic control systems to maintain its world-renowned punctuality.
Europe: Thales’ ARAMIS system dynamically adjusts train schedules across multiple countries.
Why It Matters:
Smart traffic management minimizes disruptions, improves passenger satisfaction, and maximizes the use of existing infrastructure, aligning with modern urban mobility goals.
Statistics of the Week

In 2024, only 62.5% of Deutsche Bahn's high-speed ICE and intercity trains arrived on time
Over the past decade, Britain's rail network experienced significant delays totaling 259 years (136 million minutes), with 15,499,548 minutes of delays occurring just in the past year.
China's high-speed rail network now spans over 44.000 km, accounting for approximately 70% of the world's total high-speed rail lines.
